feat(home): 添加扫描理货入口页面

- 在 pages.json 中新增扫描理货页面配置
- 在首页 index.vue 的导航列表中加入扫描理货入口
- 新增扫描理货页面的scss样式文件 scanTally/index.scss
- 保持首页其他功能入口无变化
