style(arrivalRegister): 调整打印区域滚动样式并切换环境配置

- 增加 print-scroll 类，限制打印区域最大高度提升显示效果
- 替换 splitGoods.vue 中 scroll-view 的内联样式为 print-scroll 类样式
- 将 api.js 中环境配置由 development 切换至 production，提高代码部署正确性
